What is rummy?
Rummy is a draw-and-discard card game where players arrange their cards into valid sequences (consecutive cards of one suit) and sets (same rank, different suits). In Indian 13-card rummy you win by declaring with at least two sequences, one of them pure.
Is rummy a game of skill or luck?
Indian courts — including the Supreme Court in State of Andhra Pradesh v. K. Satyanarayana (1968) — have held that rummy is a game of substantial skill, because memorising discards and building sequences require judgement and strategy.
How many cards are dealt in rummy?
In the standard Indian format every player receives 13 cards. The 21-card variant deals 21 cards and uses extra jokers. Gin rummy, popular in the West, deals 10.
Is it legal to play rummy in India?
Rummy played as a game of skill is legal in most Indian states. A few states — including Andhra Pradesh, Telangana, and Assam — restrict playing it for stakes. See our state-wise legal guide for details.
